都市計画支援ツール PAS の高度化とケーススタディ
当社は、自治体の政策立案・関係者間のコミュニケーション支援ツールとして普及・展開することを目的として、都市計画支援ツール PAS (Public Asset Simulator)を開発してきた。本報告に示す改良型 PAS では、内閣府の技術仕様案に基づくユーザインタフェイスと3D可視化機能を実装し、操作性と分析結果の表示機能を飛躍的に向上させた。また、交通量推計の機能を追加して、交通量調査データがない地域での推計を可能にした。室蘭市における災害時のケーススタディでは、ネットワーク分析を行い、施設アクセス距離を評価軸とした避難所開設順序の判断が可能であることを示し、実用化への見通しを得た。
Advancement and Case Study of Urban Planning Support Tool ‘PAS’
We have been developing the Public Asset Simulator (PAS), an urban planning support tool, for the purpose of disseminating and deploying it as a tool to support policy-making and communication among stakeholders in municipalities. In this report, we have developed an improved PAS based on the technical specifications proposed by the Cabinet Office, and implemented a user interface and 3D visualization functions, and dramatically improved the usability and display of the analysis results. In addition, the traffic volume estimation function was added to the system to enable traffic volume estimation in areas for which no traffic volume survey data are available. In the case study of Muroran City, we conducted a network analysis using access distances and population data to determine the order of opening evacuation shelters, and showed that it is possible to determine the order of opening an evacuation shelter based on access distances.
