集合住宅の安全安心なコミュニティ構築の促進に向けた居住者相互交流支援システムの開発
都市の中高層分譲マンションでの安全・安心を実現するために、居住者の日常交流と非常時の相互支援活動を支援する情報システムを開発した。都市集合住宅、とくに中高層分譲マンションの安全安心には、旧来の濃密なコミュニティとは言わないまでも、居住者の日常から何らかの相互交流が必要と考え、そうした関係を「21世紀型コミュニティ」と位置付け、まず、先端的な取り組みを行っている管理組合・自治会、および管理会社へのヒアリング調査を実施して、日常交流と非常時相互支援に対する居住者意識の実態を把握した上で、「21世紀型コミュニティ」の実現に向けた要件を抽出した。次に、そうした要件をもとに、情報システムとして必要な機能を抽出し、コミュニティ構築を支援する情報システムを開発した。開発したシステムは、居住者の相互認識、相互扶助活動、災害への準備活動を支援する機能を備えている。
開発したプロトタイプシステムを、首都圏のある分譲マンションの管理組合・自治会役員に体験してもらった結果、各機能対する評価は概ね良好であり、いくつかの改善点や課題を把握できた。
ICT System for Safe and Relief of Residents' Community at Condominiums
We developed a ICT system for encouraging daily communication and mutual support activities, especially at the time of a disaster, in urban condominiums. These support systems will realize safe and reliable "the 21st century type community". We started from hearing investigations to the condominium management association, the residents' association which performed a leading-edge action, and the management company, and we found the requirements for "the 21st century type community". Then, based on these requirements, we designed the ICT system for encouraging community activities which will lead toward to "the 21st century type community". This prototype system has the functions which helps residents for mutual recognition, mutual aid activity and preparations for disaster. We tested this system with 6 residents at a condominium in Kanagawa. The residents satisfaction for this system was relatively good in general.
