東日本大震災での分譲マンションにおける組織的活動と共用施設・設備の活用
－高層マンションにおけるLCP（Life Continuity Planning：生活継続計画）の観点から－
本研究は、災害時に安全安心な分譲マンションの運営方法を明らかにすることを目的としている。東日本大震災で被災した仙台と浦安の分譲マンションを対象に、被害状況、直後・当日以降の避難行動、地震直後の組織的活動、生活復旧に向けた対応、相互支援活動についてヒアリング調査を行った。居住者による組織的な活動における共用施設・設備の活用の観点から、ヒアリング調査結果を整理した。その結果、地震発生前から活発に活動していた自治会や防災組織、高齢者組織が中心となって、地震後に活動可能なメンバーが集まり、建物の被害やライフライン設備の被害をふまえて柔軟に対応したことが明らかになった。また、集会室やエントランスを利用した避難所の運営や、非常放送設備・掲示板を活用した情報伝達が行われており、共用施設・設備が効果的に活用されていたことが明らかになった。
Residents Activities for Restoring Life with Common Facilities and Equipments in High-rise Condominiums after The Great East Japan Earthquake
-- A viewpoint from life-continuity planning in high-rise condominiums --
This study was designed to clarify the management of condominium facilities and equipment that are used after disasters. Hearings were held in Sendai and Urayasu at condominiums that were stricken by the Great East Japan Earthquake to investigate the damage, the refuge activities during and immediately after the earthquake, organized activities after the earthquake, the correspondence for restoring life, and mutual support activities. The results of the hearing were arranged from the viewpoint of the practical use of common facilities and equipment in the residents’ organized activities. The residents' association, disaster prevention organization, and the senior residents organization, which had been active since before the earthquake, took the lead, and members able to work after the earthquake gathered. The need for flexible correspondence based on the damage to buildings or life support equipment was clarified. Moreover, activities were managed from the meeting rooms or entrance hall of a shelter, and information was broadcast using the emergency broadcasting equipment and bulletin boards. The study showed that common facilities and equipment were utilized effectively.
