住民参加によるビオトープ計画支援システムの開発
ビオトープを住民と協働で計画することによって、住民主体のビオトープづくり、利用、維持管理を実現し、その活動を地域環境保全や街づくりへと発展させることを目的として、住民参加型ビオトープ計画支援システムを開発した。このシステムの特徴は、住民のビオトープへのニーズをアンケートにより簡易に抽出し、ビオトープづくりの定石やポイントを表したパタンとその事例写真を用いて目標環境像を住民と協働で構築し、さらに具体的な姿をコンピュータグラフィックスで提示しながら住民の要望に応じてその場で計画を修正し完成させていく点である。本システムを用水路改修事業のビオトープ計画策定に適用することによって、計画に対する参加住民の理解度や納得度が高まり、維持管理活動への参加意識が向上することを確認した。
A Development of Biotope Planning System Involving Residents’ Participation
The Participatory Biotope Planning System is developed aiming at independent construction, utilization and management of biotope by local residents through the process of cooperative planning of biotope, which is expected to lead to the conservation of local natural environment and the community planning. Using this system, we can easily extract the residents’ demands for biotope with questionnaires, settle the objective natural environment with the data sets of biotope elements, and present future images of biotope with computer graphics. Applying this system to the biotope planning in a project of repairing irrigation channel, we reveal that the local residents make their consent to the plan of biotope efficiently, and their participatory consciousness to the maintenances of biotope improves.
