地震防災診断システムの開発
事業所の地震時の総合的な防災性能を診断することを目的とした地震防災診断システムを開発した。1995年阪神・淡路大震災など近年の地震被害事例に基づいて被害に関わる要因を抽出し、構造安全性、機能維持、火災安全性、人的安全性、危機管理の5つの大分類に要因を分類・整理した。このシステムを事務所6件、研究施設2件、工場1件に適用した結果、大分類項目の平均得点は一部を除いて診断基準作成時の想定に近い得点が得られたことや、建物の建設時期等によって予想される地震防災性能上の特徴を適切に示せたことから、本システムの有効性および実用性について確認することができた。
Development of Total Seismic Vulnerability Evaluation System
We have developed a seismic vulnerability evaluation system to diagnose the seismic vulnerability of facilities of private enterprises. Factors related to damage were selected by reference to recent earthquake disasters such as the Great Hanshin-Awaji Earthquake Disaster in 1995. The factors were classified into five main categories: structural safety, functional order, fire safety, life safety, and emergency management.
This system was applied to 6 offices, two laboratories, and a factory. The results confirmed that this system is effective and practical. Because the average scores of almost all of the main categories are close to the average scores which were expected when the standards of each items were decided, and the scores show accurately the special features of seismic vulnerability due to building construction times.
